By MARY GWERA, Judiciary of Tanzania-Arusha

The Prime Minister of the United Republic of Tanzania, Hon. Kassim Majaliwa Majaliwa has said that strong judicial systems in the provision of justice are important and have a great contribution towards economic growth.

Hon. Majaliwa said this today on December 03rd, 2024 on behalf of the President of the United Republic of Tanzania, Hon. Dr. Samia Suluhu Hassan while opening the 21st General Conference of the East African Magistrates and Judges Association (EAMJA) held at the Gran Melia` Hotel in Arusha.

"A strengthened justice delivery system within Judiciaries is very important for regional integration and economic growth, as one of the Leaders in this country, I really appreciate regional gatherings like this, which bring together East African Judges and Magistrates to deal with important national and regional issues aimed at providing justice and ultimately promoting the economy of this region," said the Prime Minister.

Additionally, Hon. Majaliwa has congratulated EAMJA Leaders for choosing an interesting theme which says, ‘Strengthening Justice delivery systems for Regional Integration and Economic growth’ as it encourages justice and prosperity for the people which brings peace and stability and eventually promote economic growth.

He said that, the East African Judges and Magistrates gathering will also provide an opportunity to analyze the challenges facing the region in providing justice and prepare strategies to deal with them.

He added that, in Tanzania, under the leadership of Hon. Dr. Samia Suluhu Hassan, an important social and economic policy decision has been developed with the aim of improving the well-being and prosperity of Tanzanians.

"These policies include, among others, focusing on strengthening the institutional capacity within the justice delivery system in a modern way. The goal is to promote the fundamental rights of an individual, to strengthen the Judiciary's contribution towards good investment environment and to improve the use of modern technologies to form the Court that focuses on citizens, which ensures the delivery of justice efficiently, transparently and timely," explained Hon. Majaliwa.

He added that the Government of Tanzania respects the Judiciary/rule of law and it fully supports its efforts to modernize the justice delivery system.

"Our government believes that, access to justice is a fundamental pillar that pushes forward the goals of the Tanzania Development Vision 2025 and Sustainable Development Goal number 16, which is committed to promoting peaceful and inclusive societies for sustainable development, ensuring access to justice for all, and to build efficient, responsible institutions at all levels," emphasized the Prime Minister.

Moreover, the Guest of Honor further said that, it is very crucial to consider the rule of law, good governance and judicial independence, all of which contribute to the economic growth of a nation.

"Through our Five-Year Development Plan, the Government of Tanzania has demonstrated its commitment to improve the justice delivery system. In 2023, Hon. Dr. Samia Hassan Suluhu Hassan appointed the "President's Commission" aimed to investigate reforms in the criminal justice system," said Hon. Majaliwa.

The Prime Minister has reminded the Judges and Magistrates of the East African Region about the use of Information and Communication Technology (ICT) that it is important to be considered in court systems in order to simplify justice delivery to the citizens.

On his side, the Minister for Constitution and Legal Affairs of the United Republic of Tanzania, Hon. Prof. Palamagamba Kabudi has said, Judges and Magistrates are important people who contribute to the peace and stability of a nation and people as a whole.

"Any person in need to get his/her rights, runs to courts in order to get justice, they do so, believing that the court is only place to get justice, so it is very important to protect the trust that people have towards the court, and this can be justified by implementing what you have been appointed to do according to the law," said Hon. Prof. Kabudi.

However, Hon. Prof. said The Government of Tanzania commends and appreciates what is being done by EAMJA and that the 21st Conference which is being held in Tanzania is the evidence that there is a long-term cooperation that exists between the East Africa member countries.

He also added that his Ministry will implement all the recommendations deliberated after the conference so as to continue improving justice delivery service to the citizens.

The 21st EAMJA Conference has brought together more than 387 delegates from Zanzibar, Uganda, Kenya, Rwanda, Burundi and South Sudan.
