ZIMBABWE HIGH COURT JUDGE PRESIDENT COMMENDS FAMILY COURT ESTABLISHMENT

Judge President of the High Court of Zimbabwe, Justice Hon. Mary Dube today dated November 28, 2023 paid a courtesy call to the Chief Justice of Tanzania, Hon. Prof. Ibrahim Hamis Juma and commended the establishment of judicial centre specifically designed to handling family related cases.

Hon. Dube told the Chief Justice on the second day of her visit how she was impressed by the huge building, the Integrated Justice Centre on Family Matter Temeke, which she saw yesterday dated November 27, 2023, as well as its arrangements of comprising all stakeholders in the justice dispensation system, notably the Social Welfare Officers.

“I am quite impressed by what is going on at that centre. We do have a family division in the High Court, but it is very small with four judges and it is part of the main High Court like we got one High Court in Harare, we do not have a stand-alone family division…

“Once we do that, you specialize, you do it better, you even look at other aspects of family law issues that you can put in. I saw the social workers. We do not have the system where we have the social workers supporting the children and women,” she said.

The Judge President thanked the Chief Justice for accepting their call from the team and expressed gratitude for the warm welcome they received from day one after jetting in at Mwalimu Julius Nyerere International Airport and that their benchmarking visit has been most comfortable.

“You know why we are here, we came here to learn, we came here to share, to interact and network with fellow judges. It is important to us to know each other in this level and me and my colleague before we came here, we already have a relationship. I trust this relationship will continue in the future,” she said. 

Hon. Dube also thanked for the program put in place that has enabled them to learn more issues and got an opportunity to hear presentations on electronic advanced case management system, of which they discovered is the same like what they have, but has some gaps that caused them to come to Tanzania.

On his part, the Chief Justice of Tanzania thanked the Judge President and her team from Zimbabwe for the visit and once again welcomed her to Tanzania, hoping that such line of communication will continue.

Hon. Prof. Juma informed Hon. Dube that during the Southern and Eastern Africa Chief Justices’ Forum Conference and Annual General Meeting held recently in Arusha he met with the Chief Justice of Zimbabwe, who insisted that he would send a delegation soon to Tanzania.

“I did not know that it was so soon, I am very grad because we Chief Justices have been discussing a lot of issues, but may be at the lower levels we should also benchmark and discuss. I am very grad that you have paid to us a visit, I am sure you have seen what we are doing,” he said.

Judge President of the High Court of Zimbabwe arrived in Tanzania yesterday dated November 26, 2023 for three days benchmarking visit. She has been accompanied by other officers, including the Secretary of Judicial Service Commission, Mr. Walter Chikwana, the Registrar of the High Court of Zimbabwe, Hon. Kudzai Maronga, the Head of Finance of Judicial Service Commission, Mr. Milton Shadaya and Head of Information Technology (IT) of the Judicial Service Commission, Mr. Obey Mayenga.
