BEIJING HIGH PEOPLE’S COURT SENIOR OFFICIALS VISIT JUDICIARY OF TANZANIA

  • Exchange knowledge, experience on labour dispute resolutions

Senior Officials from Beijing High People’s Court are in Tanzania for knowledge and experience sharing visit to the Judiciary of Tanzania and getting incites on issues relating to determination of labour disputes.

They are led by Standing Member of the Adjudication Committee of Beijing High People’s Court, Hon. Shan Guojun. The other officer in the delegation is Judge of the First Civil of Beijing High People’s Court, Hon. Wang Fei.

The rest are Deputy Chief Judge of the Sixth Civil Division of Beijing First Intermediate People’s Court, Hon. Wu Bowen and Deputy Chief Judge of the First Civil Division of Changping Primary People’s Court, Beinjing, Hon. Li Guodong.

They arrived at the Judiciary Square, the Headquarters of the Judiciary of Tanzania in Dodoma, at around 9.00am and were received by Acting Registrar of the High Court of Tanzania, Hon. Mary Moyo and other Deputy Registrars.

Presented at the warm welcome of officials of the Judiciary of China are Deputy Registrars Enock Matembele, Mary Mrio, Franco Kiswaga and Mwajabu Mvungi. After exchanging greetings, the guests were escorted to a conference room for other engagements.

In her welcoming note, Hon. Moyo, who is also Deputy Registrar of the High Court of Tanzania, Dodoma Main Registry, told the delegation that the visit provides a valuable platform for mutual learning on labour justice, judicial practice and institutional development.

“As reflected in the programme, our discussions will focus on the organizational structure and operational mechanisms of labour dispute adjudication, the role of courts in labour justice, the coordination between judicial and non-judicial dispute resolution bodies, and recent trends in judicial reform,” she said.

Hon. Moyo explained that the Judiciary of Tanzania attaches great importance to labour justice because labour disputes touch directly on human dignity, fairness in the workplace, economic stability and social harmony.

Therefore, she said, the Labour Division of the High Court plays a significant role not only in deciding disputes, but also in ensuring consistency in legal interpretation, fairness in adjudication, and confidence in the justice system as a whole.

“We believe that today’s engagement will strengthen professional understanding between our institutions and give us an opportunity to reflect on shared challenges, comparative experiences, and possible reforms in the administration of labour justice. It is our sincere hope that the exchanges scheduled for this visit will be fruitful, practical, and intellectually enriching to all of us,” Hon. Moyo said.

It was Hon. Matembele, who took on board the distinguished guests from the People’s Republic of China on the first presentation concerning “Experience sharing on organizational structure and operational mechanism of judicial governance system for labor disputes.

They were taken through on “Functional position of courts in labor dispute adjudication; coordination and linkage mechanisms among the judiciary courts, labor administrative department and mediation arbitration bodies and development trends in the judicial reform system.”

The presentation centered on organizational structure of judicial governance system for labour disputes and operational mechanism of judicial governance system for labour disputes.

It also covered functional position of courts in labour dispute adjudication; coordination and linkage mechanism among the judiciary, courts, labour; administrative departments and mediation and arbitration bodies and developments and trends in judicial reforms.

The second presentation related to judicial practice and the application of labour law in Tanzania: the role of the Labour Division of the High Court in governance, consistency, and reform of labour dispute adjudication.

Hon. Mrio presented the third presentation relating to the the Court of Appeal of Tanzania and the unification of legal application; Tanzania’s experience on appellate mechanisms, precedent, resolution of judicial disagreement, practical outcomes and challenges.

After the presentations, the officials discussed different issues and shared experiences on determination of labour disputes.

The delegations is scehduled tomorrow to visit the High Court Labour Division and later at the Kisutu Resident Magistrate's Court in Dar es Salaam to contune with the visit.
